Dissertation: “Follow the Leader: Congressional Staffers and Their Principal-Agent Role in the Policy Process.” (Bickers, Adler, Clarke)

  • Using an original survey of over 500 current and former House and Senate staff, as well as interviews and case studies, my dissertation looks at the role congressional staff play in the agenda setting process. I apply the principal-agent theory to study when and under what circumstances staffers take the lead and when they follow.
