Veteran Benefits

Applying for your Benefit for the First Time

  1. Chapter 33 and 30 - fill out VA Form 22-1990 through VONAPP (Certificate of Eligibility will be mailed to you)
  2. Chapter 33 only - if you do not have a Certificate of Eligibility before the start of your first semester, then you need to complete the following with the Office of Veteran and Military Student Affairs (OVMSA) prior to the start of your first semester: 
    • Signed Acknowledgment of Tuition Responsibility (available in the OVMSA)
    • Copy of your DD 214 Member 4
    • Proof of VA Form 22-1990 (either the printed confirmation page or VA email)
    • Once you receive your new Certificate of Eligibility, you must bring it into our office.  We cannot certify your second term without it.
  3. Chapter 1606 and 1607 - fill out VA Form 22-1990 through VONAPP (you must complete the Notice of Basic Eligibility with your unit first and then submit the 22-1990 through VONAPP)
  4. Chapter 31 - fill out VA Form 28-1990 through VONAPP (once you have applied for Chapter 31 you must wait for an Interview/Intake appointment with your Voc Rehab counselor.  Your counselor will provide further steps for you.)

Moving your Benefit within the St. Louis Region

  1. Chapter 33, 30, 1606, and 1607 - fill out the VA Form 22-1995, print it out and sign it.  Then bring it in to our office or you can email it to military@uccs.edu
  2. Chapter 31 - you need to work with your Voc Rehab counselor to initiate the change

Moving your Benefit to the St. Louis Region

  1. Chapter 33, 30, 1606, and 1607 - fill out the VA Form 22-1995 through VONAPP
  2. Chapter 33 only - if you do not have a new Certificate of Eligibility on file (with St. Louis on the top) before the start of your first semester, then you need to complete the following with the OVMSA prior to the start of your first semester:
    • Proof of VA Form 22-1995 (either the printed confirmation page or VA email)
    • If the date on the old COE is over two years old, then you need to complete and sign an Acknowledgment of Tuition Responsibility (available in the OVMSA)
    • If the date on the old COE is within two years, you do not need to do anything else
    • Once you receive your new Certificate of Eligibility, you must bring it into our office.  We cannot certify your second term without it.
  3. Chapter 31 - you need to work with your Voc Rehab counselor to initiate the change
