Pueblo City Clerk Gina Dutcher has earned the designation of Master Municipal Clerk from the International Institute of Municipal Clerks. To qualify for the designation, Dutcher had to undergo a rigorous three-year education program to earn the Certified Municipal Clerk designation and then combine work experience and more educational programs for two more years. Dutcher currently is a student at the Graduate School of Public Affairs at the University of Colorado at Colorado Springs pursing a master's degree in public administration. She has been a city employee for 24 years and city clerk for 13 of those years.
