Emergency Handbook

BEHAVIORAL PROBLEMS
1. Call Department of Public Safety IMMEDIATELY at X3111 and report incident.
2. Observe and report suspicious persons. DO NOT ATTEMPT TO DETAIN THEM.
3. Ask victim(s) to remain until a representative from the Department of Public Safety arrives.
4. Obtain names, addresses, and telephone numbers of any witnesses.


OBSCENE PHONE CALLS
In case of any obscene phone call, simply hang up immediately without any response. Then notify University Center Director, other University Center staff, or Building Manager.

If there are repeated obscene phone calls apparently made by the same caller, immediately notify:
University Center Director, other University Center staff, or Building Manager, Department of Public Safety (X3111), and Ms. Erica Rush (X3216).  Ms. Rush will arrange for U.S. West to monitor the line.


ELECTRICAL, PLUMBING, & HVAC PROBLEMS
1. Contact University Center Director during the daytime hours and the building manager on duty during the evening and/or weekend hours. Specify location, nature, and severity of problem. (i.e. toilet overflowing in first floor men's room, power off in the Overlook dining area, no air conditioning in the gymnasium, etc.)

2. If a major problem is occurring, that threatens the building (i.e. breaker box on fire, etc.), contact Department of Public Safety (x3111) and call 9-911.(See fire safety section) Then contact the University Center Director.

3. In case of flooding/plumbing problems, turn off and unplug all electrical equipment in the path of spreading water. Do not stand in water that may be in contact with live wires.  Do not attempt to turn off equipment which is in water or has water dripping on it.

4. If a problem occurs during evening and/or weekend hours, please contact the University Center Director at home for further instructions. If not available, call Public Safety and they will contact staff from physical plant.


EMERGENCY NOTIFICATION LIST
REPORT ALL EMERGENCIES TO UCCS DEPARTMENT OF PUBLIC SAFETY IMMEDIATELY AT X3111.  Specify the nature of the emergency.

If an emergency occurs at night, make sure that the University Center Building Manager has been notified so that the emergency can be noted on the evening manager's report. If the emergency occurs during the day, make sure that University Center Director is notified immediately.

In the event of a disaster which threatens any part of the University Center's facilities, furnishings, occupants, and/or equipment, CONTACT AT LEAST ONE OF THE FOLLOWING PEOPLE:

TORNADOS
The Department of Public Safety has a weather radio and in the case of a tornado, or other severe weather, will notify the University Center staff.  When a severe weather warning occurs, close cabinets and drawers, log off and turn off computers and other electrical equipment machinery, etc., then, proceed to sheltered area.

DO NOT LEAVE THE BUILDING!

Shelter Areas:
  • Lower level areas such as University Center office areas, Room 116, Room 122, Room 124, and the Brooks Room.
  • Main level areas such as kitchen and locker rooms are considered shelter areas.
Evacuation Areas:
  • Evacuate all lobby areas, the game room, Alumni Room, gymnasium, and the cafeteria area.  Evacuate the entire upper level area, including the fitness center, upper level lobby, and the Athletic Director's office.
  • Be sure to stay away from glass windows, and open areas. If possible, move everyone to the lower level.
If There is no Time to Reach a Shelter Area:
  • Lie on the floor with your head pointed away from windows and outside doorways.
  • Get under a piece of heavy furniture or desk for additional protection.
  • Remain stationary for at least 15 minutes in case the tornado doubles back.
  • If the all-clear has been sounded and you suspect the building you are in has structural damage, evacuate immediately.

THUNDERSTORM / LIGHTNING / SEVERE WEATHER
The Department of Public Safety will contact the University Center to inform staff of any severe weather in the area. When Public Safety contacts the University Center staff, a sign may be placed at the exits of the University Center encouraging people to remain indoors.

Log off and turn off computers, electrical equipment (i.e. TV, radios, etc.), and electrical appliances.

In the case of severe thunder and lightning, have people move away from the windows.  Encourage people to remain indoors and to refrain from using telephones while severe lightning is occurring.


ROBBERIES
1.STAY CALM! Do as you are told by the robber. Give them the cash from the register or safe.
2. Try to get the best possible physical description of the robber. Try to look for identifying clothes, speech, tattoos, marks, etc.
3. Call Department of Public Safety at x3111 IMMEDIATELY.


FIRE
Any time that the fire alarm system is activated the building is to be immediately evacuated (See evacuation procedures).

If fire is observed or smoke smelled, DO NOT HESITATE to pull a fire alarm to evacuate the building. Notify Public Safety immediately as to the specific problem and its location.


MEDICAL EMERGENCIES
  • DIAL 3111 – for Public Safety
  • DIAL 9-911 - for life threatening emergencies, then Call Public Safety x3111

    Remain calm and tell the dispatcher:

    Nature of illness or injury:
  • Heart attack
  • Conscious/Unconscious           
  • Seizure
  • Broken bones
  • Fall (i.e. stairs, etc.)
  • Sickness (vomiting, etc.)
Keep the victim still, DO NOT MOVE THEM. Keep the victim warm - cover with coat, blanket, etc.

Assign a person to stay with the injured/ill person and keep the crowd away. If possible, locate a person(s) medically trained in First Aid and/or CPR.


ASSAULT / RAPE
  1. Call Department of Public Safety IMMEDIATELY at x3111and report the incident.
  2. If suspicious person is still in area, get a physical description.
  3. DO NOT ATTEMPT TO DETAIN THEM.
  4. Ask the victim(s) to remain until a representative from the Department of Public Safety arrives.
  5. Take the victim to a quiet area and assign a staff member to stay with them until Public Safety arrives.
  6. Obtain names, addresses, and telephone numbers of any witnesses.

EVACUATION PROCEDURES
The University Center is to be evacuated any time that the Fire Alarm System is activated, a bomb threat, or as determined by the department of Public Safety. The best/quickest method to evacuate the building is to activate the fire alarm system. If there is not a fire this should only be done through consultation with the department of Public Safety x3111.

The Information Desk staff is to notify all departments within the building of the situation and request their assistance in evacuating the building.

At all times, we must presume that a problem really exists and that all people MUST be evacuated from the building; no one is to remain in the building for any reason.
  • Bookstore Staff - will verify that the Bookstore, Stop & Paws Convenience Store, and Print & Copy Services have been evacuated.  They will monitor the southwest doors, first floor of the University Center.  
  • ROAR Staff - will verify that the ROAR, Scribe, and CAB offices have been evacuated.
  • Sodexho Pub Staff - will evacuate the Pub directly outside through the west doors, first floor University Center. They will monitor the Pub doors.
  • Sodexho Jazzman’s Staff – will evacuate the Pavilion from the doors that enter the library to the 2nd floor staircase.  They will monitor all doors on the Upper Plaza.
  • Sodexho Overlook Staff – will evacuate the back kitchen, servery, and dining areas.  They will monitor all doors exiting the dining area and the west doors toward Engineering.
  • Campus Recreation Staff – will evacuate the gymnasium, locker rooms, Fitness Center, and aerobic room.  They will monitor the east doors toward Dwire Hall.
  • Intercollegiate Athletics Staff – will evacuate their offices via the back fire stairs. They will monitor the loading dock door.
  • University Center Information Desk Staff – will evacuate the lobby area, first floor University Center.  They will monitor the front entrance doors.
  • University Center Administration – will verify that the building has been evacuated and that all of the doors are being monitored, if a door is not monitored they will assign an individual to monitor.
The University Center Director, the University Center Staff, or the Building Manager, in conjunction with Public Safety will secure the building.  Public Safety/Colorado Springs Fire Department will announce when the building is safe to be re-entered.


BOMB THREAT
(See Evacuation Procedures)

RELAY ANY AND ALL INFORMATION RECEIVED TO PUBLIC SAFETY AT X3111.
DO NOT TOUCH any unidentified object that may have been left in the University Center during this time; or any item anytime, that looks suspicious. Call Public Safety first!

UNIVERSITY CLOSING PROCEDURES

DUE TO SEVERE WINTER WEATHER
Closing of the University facilities, including the University Center, and cancellation of classes can be ordered only by Chancellor Pamela Shockley through her designees.

PRIOR TO SCHEDULED ACTIVITIES/CLASSES
When a decision is made to close the University facilities PRIOR to normally scheduled hours (during the week and weekends), the Department of Public Safety will notify Denver, Pueblo, and local radio and TV stations. This decision is normally made no later than 6:00 am.  A recorded message will be available by calling the campus switchboard at 255-3346 (snow closure phone number).

If classes are canceled and the University is closed, University Center Director is notified first because of the early arrival of the food service staff. If an early decision to close the University is made, the Director will call other University Center Staff. Every effort will be made to contact staff members scheduled for early morning shifts.

AFTER NORMALLY SCHEDULED ACTIVITIES
When a decision is made to close the University facility AFTER normally scheduled activities have begun, the Department of Public Safety will notify University Center Director who will in turn notify the University Center departments and staff. On weekends, the Building Manager on duty will be notified by the Department of Public Safety.

Despite the appearance of severe weather, if there is no order to close campus, employees are expected to arrive for and/or remain at work.

If the campus is closed, barricades will be placed at all entrances and no one will be allowed on campus until it reopens.

If the campus is closed, all activities, classes, events, etc. are canceled as well.
