UCCS SGA EXECUTIVE BRANCH BYLAWS
Revised February 17, 1989

I. Composition

Composition of the Executive Branch shall be one of the following forms:

1) President and Vice-President

2) Co-Executive

II. Resignation of Officers

The resignation of the President/Co-Executive must be in writing, dated, and shall become effective immediately upon receipt by the other Co-Executive. In the event both Co-Executives resign, their resignations shall be turned in to the Director of Finance.

III. Responsibilities

A. Presidential/Co-Executive

1. To facilitate representation of the UCCS SGA, the PresidenUCo-Executive shall be authorized appropriate travel (pursuant to all University, State and Federal rules and regulations). Travel may be by University vehicle or POV at the President/Co-Executive discretion (subject to University Guidelines).

2. The President/Co-Executive shall follow the guidelines set forth in the approved interview packet and by the Student Assembly Appointment Committee.

3. To administer student fee accounts properly, the President/Co-Executive may require a monthly report from any person group or organization utilizing student fee monies in their operation. If such a report is not made as requested, or if the President/Co-Executive determines that the person, group, or organization is not operating in the best interests of the UCCS SGA, the President may freeze the student fee account, or any part thereof, and/or initiate an investigation of the person, group, or organization's activities (subject to University, State, and Federal rules and regulations) To facilitate the President/Co-Executive in responsibly administering student fee accounts and effectively advising the Student Center Director, the President/Co-Executive may require that all student fee budgets, or any part thereof (as determined by the President/Co-Executive), be submitted to the Executive Branch no later than one (I) week prior to their submittal to the Senate.

4. The President/Co-Executive shall generate an Executive Branch budget and present it to the Senate at the Budget Hearings.

5. Property

a. Joint Inventory

i. A joint inventory of student government property shall be conducted by the new President/Co-Executive and a second party as defined below.

ii. The second party shall be either the outgoing President/Co-Executive or the Dean of Student Life. A member of the University Police may serve as the second party only in the absence of the outgoing President and the Dean of Student Life.

iii. The joint inventory must be completed withinthe normal operating hours of the UCCS SGA Student Government Office on the first week following the official end of the Spring Semester.

iv. Expendable items need not be included in the joint inventory.

b. All outgoing UCCS SGA Presidents/Co-Executives shall be held responsible for all UCCS SGA Student Government properties on their current inventories until those properties have been signed for by the new President/Co-Executive.

c. The President/Co-Executive will be held liable for those properties lost or damaged through his/her negligence.

d. Properties lost or damaged shall be reported to the University Police.

B. The Vice-President shall exercise whatever additional authority and/or responsibility the President may choose to delegate.

IV. Presidential/Co-Executive Appointments to Senate and University Committees

A. The President/Co-Executive may require a monthly report from any Presidential/Co-Executive Appointee to any committee or position.

B. The President/Co-Executive may remove Presidential/Co-Executive appointees for failure to properly discharge their responsibilities. Removal must be approved by a majority vote of the Senate. The appointee must be notified in writing at least two (2) calendar weeks before the vote is taken.

V. Committee

A. The President/Co-Executive shall appoint such special committees as are needed to transact the business of the Executive Branch and Student Assembly.

B. Such special committees shall be temporary committees which shall cease to exist after they have completed their duties and/or submitted a report to the President/Co-Executive.

C. All committees shall conduct their business in accordance with the UCCS SGA Constitution.

VI. Amendments

These Bylaws may be amended by the President/Co-Executive. Amendments shall be approved by a majority vote of the Senate and Judicial Board.

VII. Ratification

This document shall become effective upon ratification by the UCCS SGA Senate and Judicial Board. This document supersedes all documents regarding the UCCS SGA Executive Branch other thanthe UCCS SGA Constitution.
