Course Description: Human resource management today is no longer simply a paper-pushing department whose chief function is to protect the bureaucracy. Instead, to meet the challenges of budget cuts in the public sector, an increasingly dive
rse work-force, a public demanding greater responsiveness, supervisors and managers wanting greater flexibility in managing workers, and workers needing to add many new skills over their career years, human resource managers must be innovative and creativ
e in developing effective ways to manage the human resources of the public sector. These challenges have touched every area of human resource management, but most particularly recruitment and hiring, training, motivation, and reward systems.
After examining the idiosyncrasies of human resource management in the public and nonprofit sectors and the various historical trends affecting the field, we will examine the sequence of employment from job design (creating a job), recruitment (inc
luding affirmative action), selection, training and development, motivation, compensation, and performance appraisal. For each step, students will learn a theory or model to provide a foundation, major techniques or applications used, and areas of contro
versy or conflict.

As in any graduate course, it is expected that students will be prepared to participate in class discussions and exercises in an intelligent and responsive manner. Students who do not meet this expectation may receive a lower grade. Routine atten
