Heller Properties Rehabilitation

This project is to provide design and construction administration services for the rehabilitation of certain buildings on the UCCS campus known as the Heller Property.  A Heller Property Historical Structure Assessment located on our website at:  http://www.uccs.edu/~facsrvs/docs/Heller/Final%20Heller%20HSA.pdf has been completed and will be the basis for correction of some of the critical and serious deficiencies as defined in the assessment.  There are four facilities identified in the assessment requiring deficiency correction.  A priority for correction and rehabilitation has been set and construction documents will be developed based on this priority.

Event Center - begin Feb 2007

The Events Center will consist of an addition to the existing University Center of approximately 27,000 gross square feet located adjacent to the existing gymnasium, with an upper level connection to Dwire Hall. The building will be faced with brick, and aluminum storefront and glass to be architecturally compatible with the existing buildings. The main interior space will be a single level multi-use space accommodating a gymnasium with collapsible bleachers to seat 1,400 spectators. Ancillary spaces will be accommodated on three levels next to the multi-use space.

Please provide clarification of the items listed below:

Broadmoor boulders/rip rap is called for in the specifications.  Can rip rap from other sources that meet the specification requirements be used in place of the “Broadmoor Rip Rap“.  Most of the rip rap will be buried.

  • How will the repair / patch of the potholes beyond what is shown on C2.0 Note 4 be compensated if required?
  • Grading for the maintenance road is not shown.  Should our bid include the 1,500 CY of import noted on
    C2.0 as the allowance for the entire grading of the pond and the maintenance road area

Responses:

  1. All Riprap shall be per Specification 33 26 31 Paragraph 2.1 unless specifically labeled on the drawings
    as "Broadmoor" which shall be per Section 2.9.
  2. If additional repair is required beyond the extent of C2.0 - a formal Change Order Bulletin/Proposal/ChangeOrder will be issued.
  3. Yes - the approximate import amount indicated is the anticipated need to allow for grading of the pond, maintenance road and associated grading for the improvements shown.

09-052 South Hall Phase I

This project is new construction on undeveloped property for an approximately 33,000 gsf classroom, office and health facility. It will be located on the UCCS campus in the area known as University Summit. The project will also include site analysis, site development and utility extensions to the site. A Program Plan is being developed but is not available at this time. However, it is anticipated that that the facility will house the UCCS Psychology department, UCCS Aging Center and potentially, in partnership, Peak Vista Community Health Center.

NOTE: This project is contingent upon receiving funding from an NIH grant.

Question
In regards to your program for the South Hall Phase I project, we are interested in achieving a better understanding of the breakdown of your space as it relates to the classroom/education portions and what appears to be more clinical areas focused on psychology, the Aging Center and your proposed Peak Vista Community Health Center.

The Program Plan is now posted on our WEB site www.uccs.edu/facsrvs.  It provides further description of the relationships through the “bubble” diagrams provided in the appendix.  These relationships are not final but do provide some indication of program intents.

Question
Will independent healthcare-oriented clinical spaces exist as an integral or stand-alone part of the overall plan, or will your new space be primarily focused on classrooms and related teaching facilities? Any additional comments in regards to the actual use and breakdown of the % of building used for each [clinical/healthcare vs. higher education classroom facilities] as well as your view of their level of interdependence or independence from one another would be most helpful.

It was mentioned at the pre-submittal meeting last Friday that the Program Plan would be available on the 15th.  I’ve checked the web site – but do not see it posted.  Is it available? 

Answer

Does the University wish to select sub-consultants with the architectural firm, or would the University prefer the architectural firm to submit a proposed sub-consultant team in the response? 

Answer
The architectural firm should select the sub-consultant team as part of your response.  The Owner will retain the right to request a change if appropriate reasons exist.

Question
If the University would prefer the subconsultants to be selected by the architectural firm and identified in the proposal, what subconsultant services are required for the project?

Answer
This building will be new construction on an undeveloped site.  The architectural firm should choose consultants based on the program spaces, building type and site conditions. 

Question
Will this be a CMGC project?  If so, at what stage will it become CMGC?

Answer
Yes, this will be a CM/GC project.  If we decide to move forward with the project we will start the selection process immediately.

Question
Does the above listed project include any environmental hazards such as asbestos or lead abatement?

Answer
This is a new building.  There are no known hazards on the site.

Question: We have recently been alerted to a storm which may cause UCCS’ closure tomorrow.
If that occurs (hopefully not), what procedure shall we follow to ensure your receipt of our SOQ for UCCS’ South Hall Phase I?

Questions:

1.       Do you have any landscape or irrigation drawings that you can provide for reference. A: NO

2.       Can you provide numbered address for Eagle Rock storage area. A: Behind the Eagle Rock Modular buildings which are referred to as buildings 201 to 204 on the UCCS Campus Map.

3.       Can you provide numbered address for Nevada storage area. A: The area is located north of the drainage way which is north of the Four Diamonds Sports Complex at 5025 N. Nevada Avenue.

4.       The re-grading south of the pedestrian spine will be regarded, what will the finished product be for landscaping?  Will this area be irrigated if sod or seeded? A: Sod with irrigation


5.       The re-grading against the existing building, what will the finished product be for landscaping?  Will this area be irrigated if sod or seeded? A: The West Lawn limit does not reach the building, it extends only to the curb along the northern edge of the parking lot. The Engineering building project is responsible for the area from the building to the north side of the curb. The west lawn contractor will be required to remove the curb.

6.       Can we use a temporary metal concrete wash out in lieu of a permanent dug in type? A: Temporary wash out is acceptable but must be in sufficient quantity and size to contain all liquid and concrete waste generated by washout operations.

7. Bid Form, item 8, please clarify what is required with regard to the reference to submit wage rates for the prime and subcontractors. A: The construction documents do not contain a specific request for wage rates - therefore these are not required.

8. General Conditions, page 8, article 9, B, states that the contractor shall secure and pay for all permits required to complete the work.  In addition to the erosion control permit, please specify those that are required. A: No other permits are required beyond the CDPHE Stormwater Construction Permit.

9. General Conditions, page 20, article 25, Insurance, C, Builders Risk Insurance, if it is desired that the general contractor include in their bid a builders risk policy, please state the amount of coverage the policy should be based on, otherwise, confirm none is required. A: Builders Risk Insurance is not required for projects under $1,000,000.

10. Section 01 50 00 Temporary Facilities & Controls, 3.02, C, please specify the reference to “trucked in electrical service”.  Is this a requirement of this project or left over from another?  For no more electricity than we will need during construction, couldn’t we just use the existing facilities?  Similar question with regard to water. A: The Owner does not provide utility services for use by the Contractor. The Contractor shall provide a power source as needed, and either truck in water or secure a Temporary Water Service Permit (Fire Hydrant Use) from Colorado Springs Utilities.

11. Section 01 51 00, is it required that the construction staking be completed by a licensed surveyor?  Please clarify exactly what the owner will provide, with regard to a project benchmark and electronic grading information. A: Yes - construction staking must be performed by a licensed surveyor. Owner will provide temporary site benchmark locations (which are tied to the Colorado Springs Utilities FIMS control), and a CAD file with contours, spot elevation, and improvement locations which shall be used  in conjunction with the plan and profiles.

12. Section 31 20 00, is there a soils report available for the existing on site soils expected to be encountered in the over excavated area below the existing pavement, as discussed during the pre-bid meeting? A:Soil information will be posted on the West Lawn project listing under the UCCS Facilities Service Department.

13. Section 32 12 16, 2, B, 2, states that soft spots encountered during the proof rolling operation shall be repaired at the contractor’s expense?  Please specify the quantity and exact size of the referenced soft spots so that we can include them in our bid, otherwise, state that the repair of the soft spots will be accomplished through a change order or unit price proposal. A: If soft spots are highlighted during proof rolling - any additional direction to the Contractor will be provided in a change order.

14. Section 32 13 13.3, 3.16, D, please clarify that in addition to applying curing compound to all new horizontal concrete surfaces, it is also required to cover the referenced surfaces for 7 days with 6 mil plastic? A: All portions of concrete spine (regular and colored concrete) shall be cured with liquid membrane forming curing compound and shall not be covered with plastic sheeting. 

15. Sheet CO.O, Coordination Requirements, note 3, can the pedestrian spine mock up be a part of the permanent work? A: Yes if the entire mock up is acceptable to Owner.

16. Sheet C2.0, what is minimum thickness of the import top soil? A: 10 inches.

17. Sheet C2.0, note 16, is it desired to remove the existing rectangular storm inlet and grated cover and replace with a 4’ diameter concrete manhole with solid cover? A: Yes.

18. Is caulking of the joints at the location of dissimilar concrete colors required? A: the plans do not include this.

19. Please clarify the colored concrete requirements in terms of pounds of color per sack of cement.  Is the specified 4% Chromix 1589 Durango Brown equal to a 4 lbs./cy color mix?  (Manufacturers have different names for their available colors and most manufacturers indicate the amount of color in terms of pounds of color per 94 lb. sack of cement.) A: do what the color card you took the color from indicated.

20. How long are the “ #4 tie bars ”.  Are they simply rebar dowels?  Is it intended that they be located on each side of both the longitudinal and transverse 24” wide colored strips, extending in to all sides of the grey infill’s/strips?  (or just the outside of the longitudinal strip as indicated on the addendum drawing?) A: See addendum #2.

21. Is caulking of the joints at the location of dissimilar concrete colors required? A: No.

22. 10-018 Alpine Village Landscaping

The project consists of four key elements:

1. Hardscape improvements - sidewalks, concrete stepping stone walks, stairs, plaza and stage paving, and seat walls.
2. Drainage improvements - area drains, storm water piping, and rip-rap.
3. Planting improvements - new trees, shrubs, ground covers, lawn repair and associated irrigation modifications along with the design of the irrigation improvements
4. Site amenities - Pole-mounted signage, new gas grill with gas line extension, new and owner furnished/ contractor installed site lighting, and relocated trash receptacles.

The project will be installed in two phases due to winter season constraints. Hardscape and drainage improvements to the extent possible shall be installed in 2009. Planting improvements and the site amenities shall be installed in the spring of 2010. Bidders shall include an itemized breakdown of the work anticipated in each of these phases along with schedules for each phase of the work. Some limited re-grading will be required, along with state-required erosion control measures.
