HTML - Hyper-Text Markup Language is used to define the structure and layout of a webpage. CSS - Cascading Style Sheets are used to define the presentation of a webpage.
If you were building a house you could think of HTML as the walls, doors and windows. CSS would be the paint on the walls, the flooring and window treatments. The furnishings then would be your content that turns the house into a home.
Accessibility refers in general to making your content available to everyone. Specifically it refers to the Section 508 Amendment to the Rehabilitation Act of 1973. There are a large number of users out there with sensory or mobility impediments. It is important to consider how to make your content available to them as conveniently as possible. Consider how your website would appear to someone who is visually impaired and using a screen reader to experience your content for example. It's not a trivial task but it is extremely important and fortunately there are lots of good resources available to assist.
