Debbie Sagen, M.P.A.

Ms. Sagen joined the Trauma, Health and Hazards Center (THHC) in July 2006 to assist in managing the center, including fund development and assisting with center operations. Prior to her work with the THHC, Ms. Sagen was Deputy Director of the Center for Homeland Security at UCCS. Since 1997, she has served as a part-time instructor at the Graduate School of Public Affairs, teaching strategic planning and leadership development courses. For the past eight years, she has managed corporate training and adult education programs at Pikes Peak Community College and UCCS.

Ms. Sagen began her career as a local government manager with the cities of Fort Collins, Colorado and Gresham, Oregon. In Gresham, she directed the community and economic development services department, including development and planning services, parks, public works, and water, wastewater and street utilities. She was responsible for emergency management planning and trained as one of the city’s incident commanders. Upon returning to Colorado, Sagen served as a consultant with the R.S. Wells Corporation, managing special government districts along Colorado’s Front Range.
