Bio:  Dr. Donald Klingner is a University of Colorado Distinguished Professor, the highest University award given to an individual demonstrating outstanding performance in classroom teaching, research and service to the university and its affiliate institutions, in the School of Public Affairs in Colorado Springs. He is an internationally recognized expert on public personnel management (HRM), public management, Latin American public HRM and public management, and international public management capacity building and technology transfer,  Dr. Klingner is Past President (2009-2010) of the American Society for Public Administration (ASPA) and an elected Fellow of the National Academy of Public Administration (NAPA). He is co-author of Public Personnel Management (6th edition 2010), also published in Spanish and Chinese. He has been a Fulbright Senior Scholar (Central America 1994), a visiting professor at UNAM, Mexico (1999-2003), and a consultant to the United Nations, the World Bank and the Interamerican Development Bank on public management capacity building. He co-edits Comparative Technology Transfer and Society, published by The Johns Hopkins University Press. He has been a faculty member at IUPUI (1974-1980) and Florida International University (1980-2001). Prior to earning a PhD in Public Administration from the University of Southern California in 1974, he worked for the US government’s central personnel agency (US Civil Service Commission, 1968-1973)

 

El Dr. Donald Klingner es University of Colorado Profesor Distinguido en la Escuela de Asuntos Públicos en Colorado Springs. Fue Presidente (2008-2009) de la Sociedad Americana para la Administración Pública (ASPA). Es Socio elegido de la Academia Nacional de Administración Pública (NAPA). Es autor de Public Personnel Management (6a edición 2010), publicado también en español y en china. Ha sido Becario Fulbright en América Central, Profesor Visitante (UNAM, México), consultor con la Organización de Naciones Unidas, el Banco Mundial y el Banco Interamericano de Desarrollo. Es redactor principal de la revista Comparative Technology Transfer and Society, publicado por The Johns Hopkins University Press. Era catedrático en la Universidad de Indiana (IUPUI, 1974-1980) y la Universidad Internacional de la Florida (FIU, 1980-2001). Trabajo para la Dirección General de Servicio Civil Estadounidense (US Civil Service Commission, 1968-1973) antes de recibir su titulo de doctorado (PhD) en Administración Pública de la University of Southern California (1974).
