First Step Initial Steps:

Will this be a permanent position?

Yes - Complete a new Position Description Questionaire (PDQ), send to HR along with an Email Approval Document.

No - If a qualified candidate has already been identified, see Checklist - Classified Staff Temporary Hire (Waiver). If a candidate has not been identified, and the department wishes to advertise for the position, see Checklist - Classified Staff Temporary Hire (Jobs at CU). The individual hired may not work more than 6 months in a twelve month period. Temporary employees are at will, paid on an hourly basis, and do not have all of the rights and benefits provided to permanent employees except those mandated by law.

Leadership Team Approval - Permanent Positions only (Submitted by HR)

Second Step Exam Plan:

If this will be a Permanent Position: HR will work with the appointing authority to create an exam plan. State statutes require open and fair competitive examinations to measure specific job-related knowledge, skills, abilities, behaviors, and other competencies of qualified applicants. Examinations may include, but are not limited to, one or more of the following: written, performance, oral, panel assessment device, physical, training evaluations, experience evaluations, or performance evaluation ratings. If multiple components are used in an examination process, applicants may be required to pass one component before proceeding to the next component. 

If this will not become a Permanent Position, and a qualified individual for the position has been identified, no examination is required. Third Step Recruitment:

If this will be a Permanent Position: To help ensure the selection of a qualified and competent workforce, applicants for employment in the State of Colorado personnel system are chosen based on merit. Statutes mandate that only those applicants who meet the minimum qualifications (MQs) for a posted position are eligible for employment. Minimum qualifications are the minimum class entry requirements – knowledge, skills, abilities, education and competencies – an applicant must have to be considered for a position. Similarly, current employees must meet MQs for a promotion. All applicants who meet the minimum qualifications for a posted position are invited to participate in a fair and open competitive examination. All positions are posted on Jobs at CU.

Fourth Step Final Steps:

If this will be a Permanent Position: According to the State of Colorado Constitution’s “rule of three,” after completion of the competitive exam process, an appointing authority can only interview and make a final selection from the three highest ranking eligible candidates. All three must be interviewed. The department, not HR, is responsible for contacting the other two indiviuals who are not selected for hire. Once the final candidate has been selected for hire a Letter of Offer and Background Check will need to be completed. The candidate will also need to fill out new employee paperwork and a Performance Management Plan will need to be established within the first 30 days.
