I am pleased to write this letter for the first Annual Report of the Center for the Study of Government and the Individual. Although the idea for the Center occurred in late 2000, the appointment of a Program Assistant in June of 2001 really signaled the actual start-up of the Center’s activities. It is for that reason that the first annual report really covers primarily the 2000/2001 academic year. It seems appropriate that the annual report should be published at the end of each academic year in the future.

Dr. Robert S. Lorch, Senior Fellow Passes Away

Robert S. Lorch, 77, died January 28, 2003 at home. Robert. S. Lorch, was a founding member of the Center for the Study of Government and the Individual and one of its driving forces. He served many years as a professor of political science at the University of Colorado at Colorado Springs. During his career, he also taught at Georgia Tech University and California State University at Long Beach. He is the author of several books and articles. He had served in the Third Army in World War II, and in the U.S. Air Force during the Korean War. He earned a Ph.D. at the University of Wisconsin in 1957.

Dr. Helmut Wagner at UCCS

On Tuesday, October 8, 2002. Professor Helmut Wagner presented a lecture at UCCS sponsored by CSGI on the expansion of the European Union to the East in the fall semester. Since he was a Visiting Professor at UCCS in the early 90's many colleagues were happy to share some time with him and attend the lecture. There was a reception prior to the lecture at the University Center Theater. Many political science students attended and were eager to ask questions about the current status of the European Union.
