Building a capability-based homeland security at the state level. Center staff - Andy Cain, Warren Lotzbire, and Kurt Johnson - are working a project in support of the Colorado Governor's Office of Homeland Security. GOHS released the State's new homeland security strategy in 2008. The Center is engaged in both direct support and data collection to help GOHS introduce capability-based planning and resourcing.
