The Office of Professional & Executive Development (OPED) at UCCS has partnered with respected industry leader Shipley Associates to offer this 4-day interactive professional development program in Colorado Springs to teach proposal managers the elements of proposal management and proposal writing including the planning, organizing, developing, implementing a strategy and leading a team while building competency and ability in proposal teams.  

Participants will learn to integrate these elements into a disciplined, repeatable proposal development process and have the competitive edge in winning proposals with lower investments.


This four-day program is for anyone who is involved with or participates in government proposal efforts.  Target participants include: proposal teams, proposal contributors, proposal writers, proposal managers, business developers, proposal coordinators, finance and contracts personnel, directors and supervisors.


This interactive workshop builds practical skills through lecture, discussion, simulations, and exercises, and requires participants to immediately apply what they have learned to their workplaces.


Participants will receive a Certificate of Completion from Shipley Associates, and 3.2 Continuing Education Units (CEUs) from UCCS.

Days 1 and 2  ::  Managing Federal Proposals
Monday, April 21 and Tuesday, April 22  ::  8:00 am - 5:00 pm
Workshop participants learn the validated Shipley proposal process and how it fits into the business development lifecycle. The skills learned address:

  • Managing proposals that score high in evaluations
  • Capitalizing on early customer positioning and marketing intelligence
  • Integrating government special interest items into proposal planning including PBSC, Reverse Auctions, IMP/IMS, CAIV, EVMS, Section 845, and SPI
  • Developing a Proposal Management Plan (PMP) including:
    • Customer Intelligence and Competitive Analysis
    • Proposal Strategy and Themes
    • Staffing, Roles, and Responsibilities
    • Proposal Operations
    • Proposal Development Schedule
    • Annotated Proposal Outline
    • Writers Guidance
    • Preliminary Executive Summary
    • Conducting Effective Kickoff Meetings and Proposal Reviews

Days 3 and 4  ::  Writing Federal Proposals
Wednesday, April 23 and Thursday, April 24  ::  8:00 am - 5:00 pm
Workshop participants learn a proven process for developing winning proposal sections. Participants learn the impact of their section and how to score higher on proposal evaluations through a government evaluation simulation. They plan their sections in a major simulation through:

  • Developing compliance checklists
  • Focusing on customer issues
  • Developing strategic solutions
  • Supporting claims of excellence through past performance
  • Incorporating risk discussion to have a credible low risk solution by ghosting competitors
  • Developing section strategy to gain the competitive edge
  • Creating key themes that carry the reasons for selecting your company
  • Developing visuals that have impact and answer the question, "Why us?"
  • Constructing mock-ups for early coordination, enhancing consistency
  • Writing in a proposal style, not a technical treatise
