System Wide Faculty Council 3-13-03

The chance of CU reaching enterprise status by Fall 3003 is good, but
student grants (vouchers) are unlikely. A system wide cut of $42.3M will put us
into the enterprise status. CU as a system is currently receiving 12.6% of its
budget from the state. Given the current budget crisis it seems likely we will
soon be under the 10% requirement for enterprise status.

CU lobbyist Tanya KelIy Bowry reported:
a. Both Democrats and Republicans appear to
increasingly want something on the ballot to repeal or modify TABOR. She thought
there was a possibility that this could happen this session. Jim Topping,
however, estimated it would take until 2004 to get it on the ballot.

Uriel Nauerberg reported on concealed weapons legislation.

Faculty Council passed the motion below.
The
CU faculty Council requests that Chancellors throughout The CU System direct
primary units to implement a three year Rolling average of faculty merit
evaluations to assure that faculty who continue to be productive in these
difficult economic times are rewarded for their efforts when the economy of the
State of Colorado and the budget of the University of Colorado improves in the
subsequent years. This method of calculating annual merit evaluation should be
considered as a permanent improvement in recognizing faculty merit.
This
change should be examined in three to five years to determine its effectiveness
as an incentive for faculty productivity.
