Presidents Report

  1 .   UBAC has advanced and the Chancellor has concurred with the following, “Guiding Principles for Decision Making During the FY 04 Budget Process.”

      Protect the capacity to handle current and future growth by retaining “full employment” or as near to “full employment” as possible.

      Maintain access for all qualified students.

      Maintain instructional support for all students.

      Complete Cragmor Hall.

      Continue to fund instructional costs for each percent of enrollment growth.

      Continue support for our strategic plan and our role and mission to become the #1 research university in our region.

      Maintain a collaborative and inclusive culture.

      Ensure that a transparent process and open data are utilized in all budget decisions.

      Ensure that UBAC has an opportunity to review the fiscal impact of any new programs and make recommendations to the Executive Team on the merits of the proposed new program.

2.   Chancellor approved/affirmed the following faculty positions.

    A.      Previously approved replacement positions (Approved November 4, 2002 and December 5, 2002)

Assistant Professor of Mechanical and Aerospace Engineering

    B.      Conversion from Instructor/Clinical positions to Assistant Professor

    C.      Positions authorized for search in 2001-2002, but not filled last year

Educational Leadership

El Pomar Chair in Electrical and Computing Engineering (if Alspector position

becomes vacant)

Sociology

    D.      New recommendations from the Academic Planning Committee

Assistant Professor of Computer Science (replacing Badal; position to be searched

during AY 2003-2004 and to begin in Fall 2004)

Assistant Professor of Physics (replacing Blade; position to be searched during
