Minutes: UCCS Personnel and Benefits

Present: Charlie Shub, Dick Carpenter, Kelli Klebe, Ted Baldwin, Don Morley
Meeting was called to order at 11 AM.
Don Morley was nominated for, and elected as chair.
Purposes of the
meeting were to decide on issues for the committee to deal with in the upcoming
year and to receive informational reports from Charlie Shub, who serves as
campus representative to both the system wide faculty senate personnel committee
and the university benefits advisory board, and Ted Baldwin, who serves as our
primary benefits officer from PBS. Professor Shub’s report to the committee can
be found in his October 4, 2003 e-mail to the faculty l-list.
Task agenda to date:
The committee agreed to President Klebe’s request that they work with the deans and other involved parties in designing a more suitable online scholarly report form that would replace existing forms and advise on issues concerning access to scholarly report information. The committee also saw this as an opportunity to integrate a salary oversight process approved by the deans in the fall of 2000, but was never implemented due to turnover in administrative personnel. Don Morley is currently looking for a soft copy to send to President Klebe.
At the request of President Klebe members of the Personnel and Benefits Committee also agreed to serve on a subcommittee to study the issue of rules for instructor promotion and other issues brought forward in the system wide NTT report. This committee would also include Ceil Malek and Rex Welshon.
Members also expressed interest in rewarding service with particular emphasis on rewarding service outside of individual colleges.
Members would also like to discuss with the VCAA and the university attorney the possibility that faculty members’ Professional Plans be considered part of their personnel file and therefore not open for inspection under the Colorado Open Records Act.
Members indicated that they were looking forward to discussing with the VCAA and Steve Chambers this year’s Peer Salary Comparison Study. This study should also go to UBAC to aid them in developing budget priorities.
The committee is also in need of another representative from LAS to replace Robert Durham during his sabbatical assignment.
