Unit Merit Salary Allocation Process and Criteria

The University of Colorado Board of Regents' "Compensation Principles for Faculty" document contains the following provision:  "Highly productive units should be more highly rewarded than less productive units, just as highly productive faculty should be more highly rewarded than less productive faculty."  All campuses have been instructed to forward to the office of Vice President Groth a copy of campus policies and procedures for implementing a highly productive units provision no later than Monday, April 3, 2000.  Accordingly, Richard Blade, President of the Faculty Representative Assembly, solicited comments from all faculty, and the Council of Deans (including Dr. Blade) met subsequently to consider the outlines of such a policy, an abstract of which follows for your evaluation and comment.

1. Any of the following may constitute a unit for the purpose of this policy:   faculty in a department; faculty supporting a program or degree; teams of faculty; faculty attached to a Center or Institute; faculty in support of an Interdisciplinary activity (e.g.,) Freshman Seminar); and faculty in well-defined on-going research or instructional teams.

2. Unit performance will be evaluated in the context of its contribution to the following: Campus TLE Goals and Objectives; College or School Strategic Plans and Mission Statements; and Unit Level goals and objective.  The period for the evaluation of unit performance will be the same as for individual performance.

3. Units will self-nominate for consideration for unit level merit salary allocation.  Nominations will be supported by explicit reference to unit activities that contribute to campus, college/school and unit goals.  Nomination materials will be limited to 2-5 pages, and will be submitted to the office of the VCAA.

4. A committee of all of the deans and of faculty representing all colleges and schools and the President of the Faculty Representative Assembly (faculty members will be selected by their college/school constituency) will evaluate the nominations and identify a limited number of (e.g., 5-8) of highly productive units.

5. The amount of the salary pool to be allocated for this purpose will be decided by the regular salary allocation authorization process--consultation of the Chancellor with the Faculty Representative Assembly Budget Committee-prior to the evaluation of the nominations.  Campus unit level compensation recommendations shall be reviewed by the campus salary oversight committee prior to implementation.

6. While not a part of this policy, the Council of Deans also recommends that in the individual merit allocation process a small portion of the pool be reserved to allocate to individual faculty members demonstrating extraordinary merit, including not solely those high performing individuals not part of units receiving special salary consideration.
