Professional Summary:

Patricia Maria Keilbach received her Ph.D. from the University of Oregon (UO) in 2001 and joined the University of Colorado, Colorado Springs (UCCS) faculty that same year. Professor Keilbach has taught courses on Global Politics, International Relations, Modern World Governments, International Environmental Politics, International Political Economy, Gender in International Politics, Model United Nations, Environmental Politics and Policy, Public Policy and Administration, Political Ideologies, Political Ideas, Research Methods, Art and Politics, Film and Politics, Senior Research Seminar, and Freshman Seminar. Since arriving at UCCS in 2001, she has developed three new courses for the curriculum including International Environmental Politics (P SC 429/P SC 529 and cross-listed with the Graduate School of Public Affairs), Gender in International Politics (P SC 418 and cross-listed with Women's Studies WMST 418), and Model United Nations (P SC 453). Professor Keilbach's teaching excellence has been recognized over the years. She is the recipient of the Lamda Chi Alpha Outstanding Teaching Award at the University of Oregon (2000), nominee for the Outstanding Graduate Teaching Award at the University of Oregon (2001), nominee for the UCCS LAS Outstanding Teaching Award (2003), and nominee for the UCCS Student's Choice for Educator of the Year (2007).  Professor Keilbach is committed to undergraduate education and dedicated to student learning. She goes out of her way to find beyond-the-classroom enrichment opportunities for her students, and routinely assists students with career plans after graduation from UCCS. She has supported dozens of UO and UCCS students with letters of recommendation to law schools, graduate schools, internships, foreign service and military training programs. Many of her former students now have established careers in the public and private sectors.

Dr. Keilbach's research interests lie at the intersection of trade and the environment, with a focus on international environmental politics, regional environmental policy harmonization and transatlantic relations. She also has interest in gender issues, human rights, conflict resolution and peace studies. Her research and reviews have been published in the journals International Organization, Global Environmental Politics, Journal of International Wildlife Law and Policy, and  by Cambridge University Press. She is the commissioned author of the complete Instructor's Manual for the 7th, 8th and 9th editions of the widely used textbook, World Politics: The Menu for Choice (textbook authors: Russett, Starr and Kinsella, Thomson/Wadsworth Publishers, 2003, 2006, 2008 - forthcoming). She has received numerous grants and awards to support her research including from the University of Colorado - Center for the Study of Government and the Individual Research Grant (2006-2007); the European Commission - Research Seed Grant (2005); the Council for the International Exchange of Scholars - Fulbright Scholar Award (2003-2004); the University of Colorado - Committee for Research and Creative Works Research Grant (2002); the University of Oregon - Graduate School Research Grant (2000); and the Institute for the Study of World Politics - Dissertation Fellowship (2001).  She has presented research at many national and international academic conferences, and has been invited to serve as Guest Speaker at the United States Embassy in Lithuania, Colorado College Russian and Eurasian Symposium, Pikes Peak Chapter of the United Nations Association, College of LAS Advisory Board, Freedom Song Lecture Series, Studium Generale, Student for a Day, and Fall Fest where her talks have also focused on insights from her research. Dr. Keilbach is currently working on several research projects including a book analyzing the political dynamics of diffusion, convergence and harmonization of environmental policies in the European Union, and several articles and and a book chapter examining aspects of new governance forms for resolving environmental dilemmas.

Dr. Keilbach's service to the college, university, community and discipline is extensive. She is currently the Chair of the UCCS Social Science Symposium Series faculty committee, the founding faculty member and and Program Director of the award-winning UCCS Model United Nations Program, the founding faculty member and Faculty Advisor to the UCCS chapter of Pi Sigma Alpha (Political Science National Honors Society), a member of the UCCS Women's Studies Advisory Board, an invited faculty member of the UCCS SWAT Team for Student Retention, the UCCS Department of Political Science Webmaster. an elected officer of the ISA Environmental Studies Section - Sprout Award Committee, a manuscript reviewer for International Studies Quarterly and several additional academic publishing presses, the UCCS Academic Associate to the Atlantic Council, a member of the Pikes Peak Chapter of the United Nations Association, and a member of the Colorado Springs World Affairs Council where she recently received an Outstanding Contributions Recognition Award for her commitment to international education at UCCS. She formerly served as an elected member of the UCCS Faculty Assembly (2001-2005), on the UCCS Undergraduate Research Awards and Conference Committee (2004-2006), and on the UCCS Rosa Parks Scholarship Committee (2003-2004). She is an active or former member of the International Studies Association, American Political Science Association, Western Political Science Association, Pacific Northwest Political Science Association, Women's Caucus for Political Science, Central and Eastern European International Studies Association, and the Fulbright Association, and has served at numerous national and international academic conferences as a Section Officer, Panel Chair, Panel Discussant, Roundtable Participant, Debate Moderator and Workshop Leader.
