CAMPUS SAFETY AND SECURITY
REPORT? THE JEANNE CLERY
DISCLOSURE
ACT.
This report focuses on the federal requirements
under the ?Jeanne Clery Disclosure of Campus Security Policy and Campus Crime
Statistics Act?. The university police contribute monthly crime statistics to
the Colorado Bureau of Investigation and the Federal Bureau of Investigation
through NIBRS (National Incident Based Reporting System). Statistical
information is published annually by both agencies. The Clery Act requires UCCS
to ?prepare, publish, and distribute, through appropriate publications or
mailings, to all current students and employees, and to any applicant for enrollment
or employment upon request, an annual security report containing at least the
campus security policies and campus crime statistics of the institution?. UCCS
must include the below listed criminal offenses that were reported to UCCS
Police Department concerning the occurrence on campus, in or on non-campus
buildings or property, and on public property in the report. The crime
statistics must include the most recent three years information. In preparation
for collection of these statistics, crime statistics were also requested from
the Colorado Springs Police Department for the areas surrounding campus and
those properties that the university owns, leases or rents.
Disciplinary-referral statistics were requested from the Dean of Students and
the Housing Village director.
CRIME DEFINITIONS
Homicide
Manslaughter by Negligence. The killing of another
person through
negligence.
Homicide-Murder and Non-negligent Manslaughter. The
willful (non-negligent) killing of one
human
being by another.
Sex Offenses
Forcible
Any
sexual act directed against another person, forcibly and/or against that person?s
will; or not
forcibly or against the
person?s will where the victim is incapable of giving consent. These
offenses include: forcible rape, forcible sodomy, sexual
assault with an object, and forcible fondling.
Non-forcible
Unlawful, non-forcible sexual intercourse. These offenses
include incest and statutory rape.
Robbery
The taking or
attempting to take anything of value from the care, custody, or control of a
person or
persons by force, or
threat of force, or violence, and/or by putting the victim in fear.
